Attached please find elevations for a new construction proposal at 5015-5039 N. Lincoln Avenue. This is the location where Boomers was located and has been vacant for years. It also includes Pizza Hut and an MRI Center. For several months, the property owners and a proposed purchaser have been interacting with me to arrive at a proposal that I felt comfortable presenting to the neighborhood in terms of unit number, height, parking and aesthetics.
We have met several times and I have required that they refine their proposal to eliminate what I thought would be marginal first floor retail. I have asked them to open up the corner on the southeast side of the Lincoln and Winnemac intersection.
I have asked that the unit count be reduced each time and the number of units being requested has dropped incrementally with each proposal, ultimately going from 38 units to 28 units, while maintaining a parking ratio of better than one space per unit, for a total of 36 spaces for 28 units.
I required a “sun study” to ensure that the height of the new buildings will not adversely impact neighboring structures for prolonged periods of time throughout the year and I am confident that such is the case.
The first proposal included plans for five 4 story buildings with ground floor retail, 38 dwelling units and 38 parking spaces.
The second proposal included four 5 story buildings with 32 units, 42 parking spaces and no retail.
The latest proposal is for four 4 story buildings with 28 units, 36 parking spaces and no retail, with the corner at the north end of the property left open for additional parking and green space opportunities.
